Global support for ICC surges following U.S. sanctions over Israeli war crimes probe

Over 70 countries, including France, Germany, the UK, and the Netherlands, reaffirmed their backing for the International Criminal Court (ICC), following U.S. sanctions imposed over its investigation into alleged Israeli war crimes in Gaza.

In a unified declaration, state parties to the Rome Statute stressed their “continued and unwavering support for the independence, impartiality, and integrity of the ICC.”

They reaffirmed the role of the court as “a vital pillar of the international justice system by ensuring accountability for the most serious international crimes, and justice for victims.”

Addressing the sanctions imposed on the court and its officials, the statement noted that these measures were enacted “in response to the Court carrying out its mandate in accordance with the Rome Statute.”

The signatories cautioned that such actions “increase the risk of impunity for the most serious crimes and threaten to erode the international rule of law, which is crucial for promoting global order and security.”

The statement further highlighted concerns that sanctions might endanger “the confidentiality of sensitive information and the safety of those involved — including victims, witnesses, and Court officials, many of whom are our nationals.”

The nations warned that punitive actions against the ICC could “severely undermine all situations currently under investigation as the Court may have to close its field offices.”

Affirming their unwavering commitment to international justice, the signatories reiterated their “strong support for the ICC” and condemned any efforts to “undermine the Court’s independence, integrity, and impartiality.” They pledged to uphold the institution’s operational continuity, ensuring that it remains effective and independent.

“As we collectively strive to uphold international justice, we underscore the ICC’s indispensable role in ending impunity, promoting the rule of law, and fostering lasting respect for international law and human rights,” the declaration emphasized.

The statement follows U.S. President Donald Trump’s executive order, issued Thursday, sanctioning the ICC for what he termed “illegitimate and baseless actions targeting America and our close ally Israel.”

The court had issued arrest warrants in November last year for Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant over alleged war crimes and crimes against humanity in Gaza.

Since October 7, 2023, Israel’s military actions have resulted in the killing of over 47,000 people in Gaza, leaving the Palestinian territory inhabitable.
